A Legacy of Safety & Innovation in Fragrance: Linda Katz's Retirement

The Fragrance Creators Association (FCA) has issued a heartfelt statement celebrating the legacy of Dr. Linda M. Katz, M.D., M.P.H., F.A.C.P., who will retire on January 11, 2025, after more than 22 years of distinguished service as the Director of the U.S. Food and Drug Administration's (FDA) Office of Cosmetics and Colors (OCAC).

Dr. Katz, whose leadership has had a profound impact on fragrance science and consumer safety, is being recognized for her instrumental role in shaping both policy and regulatory practices surrounding cosmetics and fragrance allergens. Under her stewardship, the FDA has taken significant steps to enhance the safety of fragrance ingredients in personal care products, with a focus on allergen safety.

Farah K. Ahmed, President and CEO of FCA, reflected on Dr. Katz's transformative contributions, noting that her values-driven leadership not only advanced the understanding of fragrance safety but also paved the way for key legislative developments. Notably, Dr. Katz played an essential part in the preparation of the Modernization of Cosmetics Regulation Act (MoCRA), a landmark piece of legislation aimed at updating and improving cosmetic regulation to better address modern consumer needs.

The FCA expressed gratitude for Dr. Katz's unwavering dedication to both consumer safety and innovation, which have defined her career at the FDA. As Dr. Katz transitions into retirement, FCA has announced Dr. Prashiela Manga, Ph.D., as the Acting Director of the OCAC. Dr. Manga’s extensive experience will ensure a seamless transition, continuing the progress Dr. Katz initiated.

In addition to her regulatory accomplishments, Dr. Katz’s leadership extended to broader efforts in fragrance education. Her outreach to stakeholders—spanning industry leaders, lawmakers, and the public—has fostered a greater understanding of the role fragrances play in consumer products, while ensuring that science remains the foundation for all policy decisions. As the fragrance community celebrates Dr. Katz’s remarkable career, the FCA remains committed to continuing her legacy of safety, innovation, and regulatory excellence. "We look forward to working closely with Dr. Manga to build on the strong foundation laid by Dr. Katz," said Ahmed.

For the fragrance industry, Dr. Katz’s departure marks the end of an era, but her influence will continue to resonate through the regulatory frameworks she helped develop and the lasting impact she made on fragrance safety and education.
